Biography

Dr. Seung-Ho An is an Assistant Professor of Public Management in the School of Government and Public Policy at the University of Arizona. He received his Ph.D. in Political Science from Texas A&M University in 2018. Prior to joining the School, he was an Assistant Professor of Public Administration in the Department of Political Science at Texas Tech University. His research and teaching interests span management and diversity issues in public and nonprofit organizations, and research methods. His work has been published in various journals such as the Journal of Public Administration Research and Theory, Public Administration Review, International Public Management Journal, Public Management Review, Review of Public Personnel Administration, Administration & Society, and Nonprofit and Voluntary Sector Quarterly. He also serves the International Public Management Journal as an editorial board member.

    The literature on citizen satisfaction has predominantly focused on the key factors of service quality, with scant attention paid to the role of equity. Furthermore, these studies often rely on a single demographic identity within a single country, limiting their scope. This study aims to address these gaps by examining how outcome disparities based on socioeconomic status (SES) affect satisfaction with service providers across countries. Using a cross-national education database, we employ three SES measures—education, income, and occupation—to test how disparities in student performance across SES groups affect parents' satisfaction with schools. Our findings show that parents in less professional occupations express lower satisfaction with schools when their children underperform compared with students whose parents hold more professional jobs. However, this relationship does not exist for education- or income-based disparities. This study advances the understanding of how outcome disparities based on SES are associated with citizen satisfaction.

    This article explores how various dimensions of market structure, often used to measure organizational crowding, affect the fiscal health of nonprofit organizations. Using 2011 National Center for Charitable Statistics (NCCS) nonprofit sector data, our findings generally support population ecology’s model of a curvilinear relationship between density and days of spending. However, we also find that single dimensions of market structure do not fully capture the effects of market competition. Increasing density has a negative effect on the fiscal health of organizations in markets in which resources are more evenly distributed among actors, whereas increasing density of organizations has a positive effect on organizational fiscal health in markets in which resources are less evenly distributed among actors. These results are sensitive to different specifications of fiscal health and field of nonprofit activity.

    Mixed findings on the impact of strategy on performance suggest that it is necessary to investigate the causal relationship between strategy and performance. We theorize that past negative performance may motivate public managers to be defenders, which will enable them to focus on core tasks. Using Texas school district data, we explore the reverse-causality between strategy and performance through Granger-Causality test. Our findings suggest that poorly performing public organizations are more likely to be defenders, though past strategy does not significantly influence performance. The findings contribute to the literature by demonstrating that the strategy-performance link may run in reverse direction.
