Regional Climate Outlook Forums (RCOFs), an integral part of the public and private enterprise of climate services, have been implemented over the last 20 years with the objectives of producing and disseminating seasonal climate forecasts to inform improved climate risk management and adaptation. In proposing guidance on how to measure the success of RCOFs, we offer three broad evaluative categories that are based on the primary stated goals of the RCOFs: (1) quality of the climate information used and developed at RCOFs; (2) legitimacy of RCOF processes focused on consensus forecasts, broad user engagement, and capacity building; and (3) usability of the climate information produced at RCOFs. Evaluating the quality of information relies largely on quantitative measures and statistical techniques that are standardized and transferrable, but assessing the RCOF processes and perceived usability of RCOF products will necessitate a combination of quantitative and qualitative social science methods that are sensitive to highly variable regional contexts. As RCOFs have taken up different formats and procedures to adapt to diverse institutional and political settings and varied technical and scientific capacities, objective evaluation methods adopted should align with the goals and intent of the evaluation and be performed in a participatory, co-production manner where producers and users of climate services together design the evaluation metrics and processes. Wiley Interdisciplinary Reviews: Climate Change, 10(5). doi:https://doi.org/10.1002/wcc.589More infoIn the lead‐up to the 2015 Conference of Parties meeting in Paris, 186 countries, representing over 95% of global emissions, submitted Nationally Determined Contributions (NDCs). The NDCs outline national goals for greenhouse gas emission reductions and identify financial needs for unfolding mitigation and adaptation efforts. In this study, we review various analyses of the NDCs that cover the aggregate impact and strength of emissions reduction commitments and discuss recent literature on the adequacy and sectoral focus of the NDCs. We then argue that the NDCs are more than just goal setting reports; they are important discursive documents that are contested, negotiated, and ongoing. To supplement the existing literature, we examine the discursive narratives embedded in the NDCs from the 19 founding nations of the Climate Vulnerable Forum and the top 10 greenhouse gas emitters. Our literature review of quantitative and sectoral aspects of the NDCs highlights the inadequacy of the NDC commitments in the context of limiting warming to 2°C, discusses the uncertainties in the promised mitigation strategies, and identifies the reliance of many countries on policies such as those on forests or renewable energy. Our own analysis of the discourses in the NDCs adds critical depth by highlighting the stark contrasts in NDC discourses between North and South, as well as between historical emitters and emerging economies. These contrasts reflect deeper debates regarding justice and equity between nations within the UNFCCC negotiations.

In many countries, National Meteorological and Hydrological Services (NMHSs) are charged with providing climate services to diverse audiences. Climate services are important to foster adaptation to climate risks and in reducing vulnerability in developing world contexts. However, the production and delivery of user-oriented climate services place new burdens on NMHSs and require new skillsets, partnerships, and infrastructure. In this paper, we assess the capabilities of 22 NMHSs in Caribbean Small Island Developing States (SIDS) to understand whether and how NMHSs are fit for the purpose of providing climate services. Our assessment is framed around the five core pillars of the World Meteorological Organization’s Global Framework for Climate Services. We find that the NMHSs face key capacity gaps in the technical production, translation, transfer, and facilitation of the use of climate information. Some of these gaps have historical roots and relate to the overarching legal, political, and institutional settings in which NMHSs were established and currently operate. Others relate to an increased emphasis on users in ways that contrast with traditional NMHSs’ engagement with stakeholders. These results suggest that investments that support the co-production of climate information while also addressing prevailing legal, political, and institutional disconnects and human resource constraints can strengthen the provision of climate services in Caribbean SIDS.

Several are also gaps in the latest IPCC WG2 report. More fundamentally, these gaps reflect major gaps in the underlying research base from which these assessments draw. These include the challenge of estimating the costs and benefits of climate change and the need for research on climate impacts on important sectors such as manufacturing and services. Climate impacts also need to be assessed within an international context in an increasingly connected and globalized world. Climate change is being experienced not only through changes within a locality but also through the impacts of climate change in other regions through trade, prices, and commodity chains, migratory species, human mobility and networked communications. Also under-researched are the connections and tradeoffs between climate responses at or across different scales, especially between adaptation and mitigation or between climate responses and other environmental and social policies. This paper discusses some of these research priorities, illustrating their significance through analysis of economic and international connections and case studies of responses to climate change. It also reflects on the process of developing research needs as part of the assessment process.

A research team from the University of Arizona and Stanford University conducted a survey in November and December 2014 of 803 adult Arizona residents to better understand their concerns and tailor UA climate change research to address their needs. The questions were asked in English or Spanish. The results provide valuable insight into Arizonans’ views on climate change and how those views vary depending on age, gender, ethnicity, and political affiliation. Overall, Arizonans are interested and engaged in the issue of climate change, and their views on global warming are generally in step with the rest of the nation.
