Biography
Sharon B. Megdal, Ph.D. is Director of The University of Arizona Water Resources Research Center (WRRC), a Cooperative Extension center and a research unit in the College of Agriculture and Life Sciences. Her work focuses on water policy and management, on which she writes and frequently speaks. Other primary titles are Professor and Specialist in the Department of Environmental Science, C.W. & Modene Neely Endowed Professor, and Distinguished Outreach Professor.
The geographic scope of Dr. Megdal’s work ranges from local to international. Projects include comparative evaluation of water management, policy, and governance in water-scarce regions, groundwater recharge, and transboundary aquifer assessment. She is the lead editor of the book, Shared Borders, Shared Waters: Israeli-Palestinian and Colorado River Basin Water Challenges and she has guest edited several journal issues. Her policy columns and Reflections essays can be found at https://wrrc.arizona.edu/director. Dr. Megdal teaches the multi-disciplinary graduate course “Water Policy in Arizona and Semi-arid Regions”. In 2020, she was awarded the Warren A. Hall Medal for lifetime achievement in water resources research and education by the Universities Council on Water Resources.
Sharon Megdal serves as Board President, International Arid Lands Consortium and Board Member, American Water Resources Association. She is also an ex officio member of the Leadership Team for the Colorado River Basin Water & Tribes Initiative. From 2009 through 2020, she represented the residents of Pima County on the elected Board of Directors for the Central Arizona Water Conservation District, also known as the Central Arizona Project (CAP), serving as Board Secretary from 2016 through 2020. Dr. Megdal has served on numerous Arizona boards and commissions, including the Arizona Corporation Commission, the State Transportation Board, and the Arizona Medical Board. It describes the principal elements of and key instruments employed in groundwater governance. To this end, the authors introduce several case studies from across the globe and offer some corresponding lessons learnt. In particular, this chapter presents an analysis of the role of monitoring and assessment in groundwater governance, showcasing the example of The Netherlands. A global diagnostic of the current state of groundwater governance is provided, based on information from a set of commissioned thematic papers and the outcomes of five subsequent regional consultations carried out within the framework of a GEF-supported project on Global Groundwater Governance. It includes insights into some of the findings of that project regarding the four main components of groundwater governance: actors, national legal frameworks, policies and information and knowledge. In addition, the authors address the issue of governance of transboundary groundwater resources and the relevant existing international legal frameworks. In conclusion, through a Global Vision for 2030, the chapter presents a way forward to govern groundwater and a Framework for Action to achieve good governance, formulated by the Groundwater Governance Project jointly implemented by UNESCO, FAO, World Bank and IAH.

The state's recharge and recovery program allows for water reuse through aquifer recharge and later recovery inside or out of the area of hydrologic impact. The paper discusses water reuse within the municipal sector in Arizona, with a special focus on the Tucson metropolitan area. Increased effluent utilization is playing a more prominent role in long-range planning efforts. The paper focuses on the role of reclaimed water in water management planning. It explains how the use of effluent is influenced by water quality considerations and institutional/legal arrangements.

They also have impacts on groundwater and vice versa. While most analyses consider drought and groundwater as disconnected, we argue that drought and groundwater management should be conjunctively considered. This article presents some key interconnections, identifies challenges, and discusses illustrative policy responses. We highlight several advancements found in international scientific research and describe future directions for drought and groundwater management. While many technological innovations have improved our understanding of drought and groundwater's complex nature, policy and governance advances have not kept pace. • Groundwater is increasingly relied upon during, and impacted by, droughts. • Several tools exist for understanding and predicting drought impacts. • Groundwater policy and governance advances have not kept pace. • Political will and long-term planning are critical to face future challenges. • Both technological and sociopolitical innovations are necessary.

Water, 13(4). doi:10.3390/w13040530More infoThe assessment of transboundary aquifers is essential for the development of groundwater management strategies and the sustainable use of groundwater resources. The Transboundary Aquifer Assessment Program (TAAP) is a joint effort by the United States and Mexico to evaluate shared aquifers. This study examines the TAAP Cooperative Framework as a guide for further transboundary groundwater collaboration. We compared lessons learned from six transboundary aquifers that currently have mechanisms for groundwater collaboration to identify common elements of collaboration. Though the TAAP Cooperative Framework governs an assessment-only program, the elements of collaboration included are consistent with the principles of other institutional agreements around the world. Importantly, all the analyzed agreements included a knowledge-improvement phase, which is the main objective of the TAAP Cooperative Framework. The present study finds evidence of successful outcomes within the TAAP Cooperative Framework consistent with available transboundary groundwater management agreements, demonstrating that this approach is suited to serve as a model for those wishing to engage in transborder aquifer assessments. Furthermore, the TAAP elements of collaboration can help to establish the meaningful and robust binational cooperation necessary for the development of U.S.-Mexico groundwater management agreements at the aquifer level.

Water, 13(10). doi:10.3390/w13101390More infoIn the parched Upper Santa Cruz River Basin (USCRB), a binational USA–Mexico basin, the water resources depend on rainfall-triggered infrequent flow events in ephemeral channels to recharge its storage-limited aquifers. In-situ data from the basin highlight a year-round warming trend since the 1980s and a concerning decline in average precipitation (streamflow) from 1955–2000 to 2001–2020 by 50% (87.6%) and 17% (63%) during the winter and summer, respectively. Binational sustainable management of the basins water resources requires a careful consideration of prospective climatic changes. In this article we review relevant studies with climate projections for the mid-21st century of four weather systems that affect the region’s precipitation. First, the North American Monsoon (NAM) weather system accounts for ~60% of the region’s annual rainfall. The total NAM precipitation is projected to decline while heavy rainfall events are expected to intensify. Second, the frequency of the pacific cold fronts, the region’s prevalent source of winter precipitation, is projected to decline. Third, the frequency and intensity of future atmospheric rivers, a weather system that brings winter rainfall to the region, are projected to increase. Fourth, the frequency and intensity of large eastern pacific tropical cyclones (TC) are expected to increase. On rare occasions, remnants of TC make their way to the USCRB to cause storms with considerable impact on the region’s water resources. In contrast to the high confidence projections for the warming trend to persist throughout the mid-21st century, the precipitation projections of these four weather systems affecting the region encompass large uncertainties and studies have often reported contradicting trends. An added source of uncertainty is that the USCRB is located at the periphery of the four rain-bearing weather systems and small mesoscale changes in these weather systems may have accentuated impacts on their edges. Despite the high uncertainty in the projections of future precipitation, the early 21st century drying trend and the projected mid-21st century decline in precipitation events serve as a pressing call for planning and actions to attain sustainable water resources management that reliably satisfies future demands.

Perhaps the greatest barrier to implementing flow policies is the framework for water management. An alternative management approach is needed when legal rights for environmental flows do not exist, or are ineffective at protecting ecosystems. The research presented here, conducted in the U.S. state of Arizona, provides an empirical example of engagement to promote social learning as an approach to finding ways to provide water for the environment where legal rights for environmental flows are inadequate. Based on our engagement process we propose that identifying and then building common ground require attention to the process of analyzing qualitative data and the methods for displaying complex information, two aspects not frequently discussed in the social learning or stakeholder engagement literature. The results and methods from this study can help communities develop an engagement process that will find and build common ground, increase stakeholder involvement, and identify innovative solutions to provide water for the environment that reflect the concerns of current water users.

Water (Switzerland), 4(3), 580-596.More infoAbstract: Installation of decentralized grey water treatment systems in small rural communities contributes to a more sustainable water supply. In order to gauge community attitudes about collection and use of grey water, a door-to-door survey in the farming community of Deir Alla, Jordan was conducted by Royal Scientific Society interviewers. Outcomes of a detailed survey, designed specifically for this project, offer insights on people's views on general water and wastewater issues, as well as their motivation, practices and concerns related to using grey water treatment for a portion of their household wastewater and reuse of the treated grey water for irrigation. A total of 47 respondents from different socio-economic background, aged over 18 years, from this community in the Jordan valley took part in the survey. The level of formal education of the respondents was low, and most of households' incomes were below the poverty line in Jordan. Most of the respondents reported that the quality of water supplied by public network is acceptable, but the quantity is insufficient to meet their demand, with supplies being delivered to the household once a week. Respondents relied on the public water network as a first-most important resource (85.1%), and 57.4% of the respondent relied on private water tankers as a second-most important resource in addition to the public network. However, 6% of the respondents relied only on private water tankers with no access to the public network. Storage tanks are common practice in all the houses in order to store enough water for at least one week. The survey responses provide evidence that rural communities are willingto accept reuse of treated grey water for irrigation. Furthermore, some of people in the studied area are willing to learn more about grey water treatment and reuse in order to operate grey water systems for irrigation purposes. Water scarcity in this rural area of Jordan is the main determinant of willingness to reuse the grey water, rather than socio-economic variables. © 2012 by the authors.

Journal - American Water Works Association, 104(2), 76-79.More infoAbstract: A joint City of Tucson & Pima County Water Study has supported innovative mechanism called Conserve to Enhance (C2E) program by the University of Arizona Water Resources Research Center (WRRC), establishing a set of shared policy goals. The study recommended using the C2E program as a funding source to acquire water supplies for the environment. The Tucson C2E Program required implementing water conservation methods, tracking the money they save on their water bills, and donating savings to a fund for local riparian enhancement. In Tucson, the C2E pilot has taken a major step toward securing water to benefit the local environment. Implementing a pilot program that connects municipal water savings to local enhancement projects required overcoming several locally specific obstacles and securing the help of key partners.

Contemporary Economic Policy, 28(2), 264-274.More infoAbstract: Whereas a large number of empirical studies have been devoted to analyzing determinants of environmental compliance (EC) by firms, less attention has been paid to EC by public water systems (PWS). To address this gap in the literature, this article uses data on compliance with maximum contaminant levels (MCL) under the Safe Drinking Water Act for 971 PWS in Arizona and identifies the characteristics of PWS that are associated with violation of MCL standards. Three main findings emerge from the analysis. First, larger PWS are more likely to violate MCL standards than smaller PWS. Second, publicly owned PWS have slightly higher probability of violating MCL standards than privately owned systems. Finally, PWS serving residential areas are more likely to violate MCL standards, as opposed to PWS serving school districts or office buildings. The results suggest that for ensuring safe water for people, effectiveness of monitoring policy, and an efficient utilization of resources, the environmental agencies may focus their monitoring and enforcement efforts on these water systems. © 2009 Western Economic Association International.

Water Policy, 11(4), 461-480.More infoAbstract: River restoration activities are becoming increasingly common in many communities today. Such efforts in Arizona are illustrative of a larger ecosystem and river restoration trend underway nationally and internationally. This paper examines river restoration efforts in Arizona in the context of changing federal and state agency missions and local priorities. Restoration projects on four significant rivers are analyzed with a keen look at the design features they share. Multiple purpose goals, collaborative funding and support, community involvement, and monitoring and maintenance emerged as important project design features. We found that the extent to which these features were planned and implemented in any given project varied with several factors such as size, accessibility to urban populations and the mission of the principal sponsoring entity. © IWA Publishing 2009.

The concept and program elements were developed with the collaboration of utility representatives, elected officials, interested citizens, as well as more than 40 experts in water and environmental concerns. Under the proposed voluntary program, a baseline water use is established for participants on the basis of actual water consumption. Even if participants reduce their water consumption, they agree to continue to pay this baseline amount, with any monetary savings accrued by their conservation efforts going to the Conserve to Enhance program. These funds are then used to purchase water for environmental enhancements such as irrigation for revegetation efforts. The authors offer a set of considerations and recommendations for the potential development of a program, including strategies for measuring and accounting for conservation, water utility involvement, and development of decision-making bodies.

Increased effluent utilization is playing a more prominent role in long-range planning efforts. The paper focuses on the role of reclaimed water in water management planning. Economics of Education Review, 12(1), 21-43.More infoAbstract: To examine the relative pay of women in the academic labor market between about 1965 and about 1985, we analyse data from several national surveys as well as information from individual institutions. We also review extensively the published research on this issue. We find that although the relative pay of women in higher education has improved since the late 1960s, women's salaries still fall short of men's salaries. Many theories imply that labor market discrimination not only lowers the pay of women but also increases the pay of men. We examine this issue using a new technique that generalizes the well-known Oaxaca decomposition. We estimate that discrimination in higher education has had little effect on men's salaries. We also examine trends in employment and the segregation of women and men faculty by field. © 1993.

The author explains that the emphasis of regulatory debates has, in large part, shifted from rather routine cases to matters that fundamentally affect market structure. Jurisdictional issues, difficulties associated with determining how to relax regulation of an industry that still has monopoly elements, and problems with the process itself are addressed. The author concludes that important and necessary policy debates would benefit from more substantive dialogue among all involved.

The findings suggest that OLS estimates lead to erroneous conclusions regarding the existence of a flypaper effect and support the use of maximum likelihood models in situations where budget constraints are piecewise-linear.

We examine the performance of two maximum likelihood (ML) estimators and an ordinary least squares (OLS) estimator under varying sample sizes and error variances. A simple log-linear demand function, with income and price as the explanatory variables, is specified. Although I find that the OLS bias decreases as the error variance decreases, the ML results are far superior. Furthermore, statistical tests based on the OLS results lead to erroneous conclusions regarding the structure.

This paper considers some economic issues pertinent to the comparable worth dialogue and focuses on implications of comparable worth legislation at the state and local levels. We show that current sex differentials in wages could reflect voluntary labor supply choices and/or discrimination. We also discuss the reverberations of comparable worth and note that some women in an occupation targeted with a wage increase could be made worse off as a result of employer cutbacks. We discuss why state or local officials may be hesitant to adopt comparable worth and also offer possible explanations for their being receptive to it. The intent throughout is to provide a balanced discussion that will aid individuals in taking an educated stand on the issue.

Because the limit on annual increases in school spending is binding for a subsample of jurisdictions, the Tobit estimation procedure is used. We test for equality of the pre- and postlimitation structures and find substantial similarity. The cap on expenditure increases was part of a court-ordered reform of New Jersey school finance law. The results can be used to explain the failure of the existing school finance laws in lessening expenditure disparities at the lower end of the distribution. © 1986.

The theoretical model relies on the common hypothesis of political competition leading to a median outcome as well as the assumption that school superintendents act as budget maximizers. The model is estimated for a sample of 177 school districts under three different aid formulas. Pooling of the cross sections suggests that the response of school expenditures to changes in variables other than those associated with school aid parameters has remained constant over time. The results are discussed in the context of recent theories regarding the effect of intergovernmental aid on the level of public expenditure. © 1984.
